Shipments of refined products averaged 1.96MMb/ d from first week of September roughly 10% below August levels. According to Bloomberg, diesel and gasoil exports dropped by 18% from previous months to about 676mb/d. At the same time, fuel oil exports have jumped, suggesting reduced refining activity. As per Bloomberg, fuel oil flows from Russia have surged by 22% from the previous months to 909mb/d, the highest levels since Feb 2022. With refining under pressure, Russia has increased crude oil exports to international markets. As per Reuters, several regions in Russia and parts of Ukraine it controls are reporting gasoline shortages.
