Bulls Say, Bears Say
Bulls Say
Regulatory Recovery & TrackersHigh reliance on capital trackers (≈85% recovery) and timely rate actions make capital spending more earnings‑accretive and predictable. Over the medium term this reduces regulatory lag risk, supports return on rate base growth and stabilizes cash flow recovery for large grid investments.
Large Committed Houston LoadA diversified 12.2 GW industrial/data center pipeline, with ~8 GW energizable by 2029, materially expands demand under existing networks. That secular load growth supports higher utilization, sustained demand charges, long‑term incremental rate base opportunity and customer affordability benefits across the service territory.
Progress Derisking FinancingsSubstantially completed 2026 financings and a modest‑cost convertible reduce near‑term rollover and floating‑rate exposure. That improves liquidity predictability and lowers refinancing execution risk while management targets restoring cushion in credit metrics over the medium term.
Bears Say
Elevated Leverage & Negative FCFSustained heavy capital program and persistent negative FCF increase reliance on external funding and heighten sensitivity to interest rates. Over several quarters this can compress credit metrics, force higher-cost financings, and constrain discretionary investment flexibility.
Transmission Scope & Timing UncertaintyMaterial transmission projects to replace exhausted hosting capacity have undefined scope and timing. Uncertainty in cost allocation or delays (especially before 765 kV projects come online) could push incremental capex, slow customer energizations and stress project returns and cash recovery timing.
Earnings Tied To Customer Project TimingReliance on large customers to fund interconnections and ERCOT batching approvals links revenue realization to third‑party schedules. That creates execution and timing risk: delays or cancellations can materially defer demand‑charge revenue and the pace of rate base growth.
