The Vanguard S&P 500 ETF (VOO) is up 0.13% in pre-market trading today  as traders look ahead to another interest-rate decision at the two-day Federal Open Market Committee meeting starting December 9. The ETF also rose 0.12% on Monday, extending its winning streak to four days.
