Government officials from the U.S. and Russia have been “secretly” working together to create a peace plan to end the war in Ukraine, according to Axios.

Trump envoy Steve Witkoff led the draft process of the plan, which includes 28 points that are “heavily tilted towards Russia,” said a source familiar with the document. The 28 points are divided into four sections: security guarantees, security in Europe, peace in Ukraine, and the outlook for U.S. relations with Russia and Ukraine.
Ukraine Faces Tough Terms Under New Peace Plan
The plan includes heavy concessions from Ukraine, such as ceding the remainder of the eastern Donbas region and slashing its armed forces in half. Furthermore, Ukraine would have to recognize Russian as an official state language and cut back on U.S. military aid.
Witkoff has already discussed the plan with Rustem Umerov, who is Ukrainian President Volodymyr Zelensky’s national security advisor. However, it’s unclear if Ukraine will accept the plan.
