On Thursday, the House voted 218-214 to pass the bill. Every single Democrat voted “no” and was joined by two Republicans. The House consists of 220 Republicans and 212 Democrats.
Before the vote, Democratic Minority Leader Hakeem Jeffries broke the House speech length record by holding the floor for eight hours and 44 minutes. The previous record, set by Republican Kevin McCarthy in 2021, was eight hours and 32 minutes.
Trump Offers Concessions to Republican Holdouts
Representative Ralph Norman was a major opponent of the bill but ultimately voted in favor. He said that the details of concessions offered by Trump in order to win support will be publicized “sometime next week.”
“We came to significant agreements with the administration that changed the entire package, both inside and outside the bill, significantly,” said Rep. Andy Harris, adding that Trump’s concessions could be enforced by “executive actions.”
