Tesla (TSLA) is not operating an autonomous vehicle service in California, according to the California Public Utilities Commission, Electrek’s Fred Lambert reports. Instead, its ride-hailing operation is classified as a standard limousine service and does not hold the autonomous vehicle permits required for Level 3+ systems, Lambert writes. CPUC official Pat Tsen clarified that under California’s definition, autonomous vehicles must meet SAE Level 3 capability, meaning the vehicle can operate within a defined domain without human control, and that Tesla’s system is classified as Level 2 driver assistance, which requires active human supervision and therefore does not qualify as an autonomous vehicle service under state regulations.
