A Microsoft (MSFT) data center site in East Africa has been delayed due to disagreements with the Kenyan government over guaranteed payments, Bloomberg’s David Herbling, Loni Prinsloo, and Mark Bergen report. The Kenyan government couldn’t provide the guarantees at the level Microsoft requested, and the talks broke down, with the group possibly deciding to scale back the project, according to people familiar with the matter. Kenya’s Ministry of Information says the talks are moving ahead and the project is not failed or withdrawn, with discussions still ongoing about power requirements and the scale of the data center.
