Security systems designed to filter out fraudulent payments have apparently failed at the payment service provider PayPal (PYPL), so German banks have blocked direct debits worth tens of billions, leaving merchants waiting for their money, according to a translation of a German-language report published by the Suddeutsche Zeitung.
