Subash Chandra has given his Buy rating due to a combination of factors related to Terra Innovatum Global’s regulatory progress and technology positioning. He notes that dialogue with the U.S. Nuclear Regulatory Commission has meaningfully picked up following the government shutdown, with multiple meetings now underway on key safety topics such as reactor protection systems and coolant design. Chandra points out that the company has already filed several technical and safety documents covering its reactor design, test site, and proposed emergency zoning, which together indicate steady movement through the regulatory process.

Chandra further believes that Terra Innovatum Global is on a credible timeline to file its construction permit by mid-2026, based on the current pace and depth of interaction with regulators. He highlights that an earn-out tied to the docketing of additional technical reports provides both a milestone and an incentive for continued progress. In his view, the company’s use of conventional nuclear fuel, its long refueling interval, and compact site requirements give it an advantage in securing licenses compared with alternative designs. These factors collectively support his conviction that NKLR is well positioned for regulatory approval and future value creation, justifying a Buy rating.

NKLR’s price has also changed dramatically for the past six months – from $10.990 to $4.790, which is a -56.41% drop .
