Vincent Andrews has given his Hold rating due to a combination of factors tied to Dow’s operational outlook and industry conditions. Management expects a normal seasonal improvement from the first to the second quarter, with better pricing, margins, and self-help initiatives contributing, but they also acknowledge that ethane costs are running above the levels assumed in guidance, creating downside risk to near-term profitability.

Andrews also weighs a mixed medium-term backdrop, where early signs of demand resilience and capacity rationalization are offset by expectations that the chemical sector will remain near a cyclical trough as new Chinese supply continues to pressure global utilization. While policy changes in China and potential plant closures worldwide could eventually tighten markets, the timing and magnitude of these positives are uncertain, leading him to see neither a compelling upside nor a severe downside at current valuation, which supports a Hold stance.

In another report released yesterday, TipRanks – Google also reiterated a Hold rating on the stock with a $32.00 price target.
