TerraPower has obtained U.S. Nuclear Regulatory Commission approval to construct Kemmerer Unit 1, the first commercial-scale advanced nuclear power plant to receive an NRC construction permit. This decision clears the way for near-term construction of TerraPower’s Natrium reactor in Wyoming, positioning the company as a front-runner in the advanced nuclear sector.
CEO Chris Levesque framed the permit as a historic inflection point for both TerraPower and the U.S. nuclear industry, highlighting more than four years of intensive engagement with NRC staff. TerraPower’s regulatory strategy relied on a technically detailed application and sustained dialogue with regulators, enabling a streamlined review that concluded in 18 months versus the original 27-month schedule.
TerraPower was the first advanced reactor developer to submit a commercial construction permit application to the NRC in March 2024, which was docketed in May 2024. The accelerated review benefited from the company’s comprehensive filings, rapid responses to NRC queries, and a policy environment shaped by the Nuclear Energy Innovation and Modernization Act and federal executive actions supportive of nuclear energy.
The Natrium plant design combines a 345 MW sodium-cooled fast reactor with a proprietary molten salt-based energy storage system capable of boosting output to 500 MW during peak demand. This configuration is intended to provide steady baseload generation plus flexible ramping, differentiating TerraPower from other advanced reactor concepts and aligning with grid operators’ needs as variable renewables grow.
Kemmerer Unit 1 is being advanced under the U.S. Department of Energy’s Advanced Reactor Demonstration Program as a public-private partnership, with project completion targeted for 2030. If delivered on schedule, the plant will be the first utility-scale advanced nuclear facility in the United States, potentially strengthening TerraPower’s position in future deployments and supporting rising electricity demand and decarbonization objectives.
