According to a recent LinkedIn post from Surus, the Republic of the Marshall Islands has issued what is described as a sovereign bond natively onchain, labeled USDM1 and fully collateralized by U.S. Treasuries under New York law. The instrument is presented as distinct from stablecoins or wrapped assets and is linked to a long-term funded nationwide Universal Basic Income initiative with 24/7 blockchain-native settlement.

The post indicates that Surus has been selected to act as U.S. trustee, collateral agent, and custodian for USDM1, roles that are described as giving holders direct, enforceable rights to the underlying Treasury collateral under U.S. law. These functions are also portrayed as part of infrastructure intended to support USDM1’s potential High Quality Liquid Asset qualification under Basel standards, which, if realized, could broaden its appeal to regulated financial institutions.

According to the LinkedIn post, the product was developed in collaboration with M1X Global and the Stellar Development Foundation, and is issued natively on the Stellar blockchain. For investors following Surus, this suggests an effort to position the firm in the emerging market for tokenized sovereign debt and regulated digital collateral services, potentially opening fee-based revenue streams tied to custody, trustee, and collateral agency mandates.
