Pentagon Chief Technology Officer (CTO) Emil Michael has criticized the artificial intelligence (AI) safety restrictions of Anthropic, arguing that such limitations risk leaving U.S. warfighters equipped with less effective weapons. The clash, which started in early 2026, centers on Anthropic’s refusal to lift Claude’s guardrails for military use, while rivals such as China increased investment in similar AI technologies.

Pentagon CTO Calls Claude AI a Supply Chain “Pollution

Michael blasted Anthropic in a recent interview on Thursday, calling its Claude AI a “pollution” to the defense supply chain. According to the Pentagon CTO, the military needs a “reliable partner that won’t wig out,” directly referencing urgent projects like the Golden Dome missile defense system, which requires rapid AI responses that Claude’s guardrails cannot support.

He also clarified that the supply chain risk designation is not “punitive,” and dismissed Anthropic’s claims that the government has been discouraging companies from using Claude as mere rumors. Anthropic has refused to budge on Claude’s restrictions covering autonomous weapons, battlefield management, and surveillance applications, even within classified systems. Calling the stance “undemocratic,” Michael further noted that government work represents only a tiny fraction of the AI company’s largely commercial business.

Anthropic Pushes Back as Contracts Collapse

The ongoing dispute traces back to last year, when the Pentagon awarded contracts worth up to $200 million each to Anthropic, OpenAI, Google (GOOGL), and xAI for classified military AI prototypes. When contract negotiations with Anthropic collapsed, Defense Secretary Pete Hegseth designated the company a supply-chain risk. Later, President Donald Trump issued an executive order mandating a full federal phase-out of Claude within six months.

In response, Anthropic filed two federal lawsuits arguing that the designation is unlawful, claiming that hundreds of millions in contracts are now at risk. Despite the blacklist, Claude’s models have continued to be used in U.S. military operations, including support roles in Iran. Palantir (PLTR) CEO Alex Karp confirmed his company is still using Claude. Michael acknowledged the transition will take time, noting the Department of War (DoW) cannot simply remove Anthropic’s deeply integrated technology overnight.
