Openlayer has entered a commercial partnership with Telefónica Tech that positions its AI governance and observability platform at the core of the telecom group’s AI and data services for enterprises in Europe and Latin America. Under the deal, Openlayer becomes the embedded technology layer providing structured pre-deployment testing, real-time production monitoring, and automated regulatory alignment for AI systems, with Telefónica Tech supplying consulting, systems integration, managed operations, and regional customer support.

The alliance is designed to help large organizations in regulated sectors comply with emerging frameworks such as the EU AI Act and ISO 42001, replacing fragmented tools and manual documentation with end-to-end governance from initial use-case design through ongoing oversight in production. Openlayer will deliver testing for hallucinations, bias, toxicity, and robustness; observability for LLM calls, retrieval pipelines, and multi-step agents; as well as guardrails against prompt injection and PII leakage, supported by continuous evidence capture and audit-ready reporting, which CEO Gabriel Bayomi said is critical to making regulatory accountability operational at scale.

By embedding its platform into Telefónica Tech’s enterprise offerings, Openlayer gains distribution into heavily regulated industries across financial services, telecom, insurance, healthcare, and energy in multiple markets, potentially accelerating adoption and recurring platform revenues. The company’s positioning is reinforced by its recognition as a Representative Vendor in Gartner’s 2026 Market Guide for AI Evaluation and Observability Platforms, signaling growing institutional demand for industrial-grade AI assurance.

For executives, the partnership indicates that Openlayer is moving from a point solution to a foundational layer in large-scale AI programs, with Telefónica Tech acting as a channel and implementation partner across key geographies.
