Delos Insurance Solutions has entered a strategic collaboration with ROAR Partners to deploy a comprehensive wildfire risk and insurance strategy across California and other U.S. regions facing escalating disaster losses. Centered on ROAR’s “Future Proofing America Framework,” Delos will use its wildfire science and satellite-based analytics to pinpoint lower-risk “islands of safety,” enabling more precise underwriting in areas legacy models misclassify as high-risk and helping reopen homeowners coverage in so-called insurance deserts.
The partnership aims to narrow California’s estimated $110B-plus wildfire protection gap, exposed by the January 2025 Los Angeles fires where only a fraction of $150B–$275B in losses was insured, driving economic, employment, and tax-revenue hits. Delos will design coverage for both rebuild and new construction phases, then provide A-rated E&S homeowners products, including full HO-3 and HO-x wildfire policies with a parametric component for immediate liquidity, which will anchor ROAR’s Community Mutual Risk Pools in designated resilience zones.
By aligning insurance availability with AI-driven forward-looking risk metrics instead of historical loss data, Delos and ROAR intend to move qualifying properties off overloaded residual market mechanisms such as the California FAIR Plan, supporting property values, municipal tax bases, and reinsurance confidence. The collaboration also supports innovative fiscal structures—such as Enhanced Infrastructure Financing Districts and Climate Resilience Districts—that allow local governments to use tax increment financing to subsidize insurance and fund mitigation, seeking to stabilize pricing and reduce mortgage default risk.
For Delos, this initiative broadens its role from an MGA focused on individual policy underwriting to a systemic resilience partner influencing capital allocation, community planning, and multi-stakeholder risk-sharing. CEO Kevin Stein emphasized that working within this framework should materially expand access to homeowners insurance in wildfire-stressed communities while accelerating pre-disaster investment, positioning Delos at the center of rebuilding a sustainable, market-based wildfire insurance ecosystem.
