Anthropic is changing how its Claude Code subscriptions can be used with external developer tools, moving high-intensity third-party usage off flat-rate plans and onto metered billing. Effective April 4 at noon Pacific, subscribers can no longer apply their Claude Code subscription limits to third-party harnesses such as OpenClaw and will instead be charged separately on a pay-as-you-go basis for that traffic.
The company plans to extend this policy across all third-party harnesses, signaling a broader effort to control infrastructure costs and align pricing with actual compute consumption while still offering refunds to subscribers who were unaware of these constraints. Anthropic’s head of Claude Code, Boris Cherny, said the existing subscription model was not designed for the heavy, tool-driven usage patterns seen in projects like OpenClaw and framed the move as necessary to manage growth sustainably over the long term, even as the company continues to engage with open source and contribute technical improvements to external tools.
