WellCell Redirects IPO Funds to ICT Projects and Debt Repayment

WellCell Holdings Co., Limited ( (HK:2477) ) has issued an announcement.

WellCell Holdings has reallocated a portion of the net proceeds from its Hong Kong share offer, shifting about RMB11 million originally earmarked for expanding project management manpower toward funding information and communication technology integration projects and partial repayment of bank borrowings. The board cites recent developments and changing business needs for the change, with the revised plan expected to support ongoing ICT project funding through 2027 and improve the company’s capital structure and financial flexibility, while leaving other previously disclosed uses of proceeds unchanged.

Under the new allocation, approximately RMB8 million of the remaining proceeds will back ICT integration projects and about RMB3 million will be used to reduce bank debt by the end of 2026, with total unutilized proceeds of roughly RMB16.7 million still aligned to the company’s innovation and growth initiatives. The move signals a pivot from headcount-driven expansion toward project financing and deleveraging, which may help WellCell better manage execution risks, sustain R&D and ICT growth, and strengthen its balance sheet for stakeholders in a competitive technology services market.
