Walmart International is aiming to reach $200 billion in sales by 2028 despite global economic uncertainty in the age of Trump Tariffs. However, the news failed to lift shares which were flat in early trading.

The figure, which would be up from around $120 billion at present, was part of the company’s strategic vision presented today by Cath MacLeigh, president and CEO of Walmart International, at the Bernstein 41st Annual Strategic Decisions Conference 2025.

Walmart said it also planned to double profits and improve margins, boosted by a hike in e-commerce market share.

However, she warned that although the company is aiming for significant expansion, it is facing “economic softening and competition in key regions.”

The company operates in 18 countries with high growth markets being India, Mexico, and China. It is eyeing up Africa for future growth.

MacLeigh said that its Flipkart service in India is on a path to profitability with QuickCommerce – delivery within 15 minutes – accounting for 20% of the e-commerce market. She said that Flipkart was now expanding its QuickCommerce offerings with a focus on tier-two and tier-three cities.

However, it has faced some criticism inside the country over e-commerce laws.

Sourcing Strategy

She added that in China, 50% of sales are online, supported by urban delivery models and dark fulfillment centers.

In addition, its Mexico strategy included digital connectivity and a loyalty program called Beneficius, where it already has 65 million members.

MacLeigh said the company was open to entering new markets primarily through marketplaces. It is also looking to boost its supply chain resilience and diversification with support for local manufacturing.

“Two-thirds of our products are actually manufactured in the U.S., and the rest we source from over 70 countries. And I think that puts us in a really good position to be able to have multiple levers that we look at as we’re sourcing those items,” she said.
