EM&T positioned these moves against a favorable U.S. policy backdrop, citing a January 2026 Section 232 proclamation on critical minerals, the February 2026 launch of the $12 billion Project Vault reserve and an April 2026 U.S.-Korea critical minerals framework as factors reinforcing its role as a strategic non-Chinese supplier to defense, automotive, wind and advanced manufacturing customers.
